2-Autonomous Communities
Spain is divided into 17 Autonomous Communities and 2 Autonomous Cities: Ceuta and Melilla.
Autonomous Communities are made up of one or more provinces and each has its own capital. Provinces are further divided up into municipalities.
They have powers to govern themselves as defined by the Constitution
A) The Statute of Autonomy.
It defines:
-the territory and the capital city
-the official language or languages
-the symbols of the Autonomous Community: its flag, its anthem and its coat of arms
-Local services such as town planning, health and education
B) Organisation
Each Autonomous Community has a Parliament. Citizens over the age of 18 can vote in elections every four years to choose representatives called deputies. These deputies make laws and choose a president for the Autonomous Community.
Municipalities are made up of a mayor and councillors, who have some powers to make decisions at a local level.
